Governance needs to define not just where checkpoints exist, but who staffs them, what they can see, and what authority they carry.

Data flows across entities. When an organization shares data with a vendor or outsourced team, that data does not stop being the organization's responsibility. For example, client data may get sent for processing without clarity on whether it is being used to train a model, how it's stored, or what happens to it after the engagement ends. Governance needs to define what data can move where, under what conditions, and what controls each party is required to maintain.

Governance built on assumptions is what creates compliance issues, client exposure, and costly rework. Doing the mapping work upfront takes less time than addressing the problems that result from skipping it.
