HR Outsourcing & Advisory

Build the HR function your organization needs, whether you have a full HR team, or you are the HR team.

A controller in Ohio hires two employees, one in Texas and one in California, and suddenly finds one person responsible for three sets of wage rules, three sets of leave requirements, and a handbook that matches none of them.

That situation is not limited to organizations without an HR department. Well-staffed HR teams face the same challenges on pay data reporting, workplace investigations, and HRIS decisions they make.

EisnerAmper’s HR team works both ways. We run the HR function for organizations that lack one, and we take on defined projects for HR leaders who need additional capacity or an objective strategy.

How We Work with You

HR Outsourcing, Advisory Projects, and Staff Augmentation

Every organization arrives at HR support from a different place. Therefore, we structure engagements to suit your needs.

Project-Based HR

You bring a defined problem: a handbook rewrite, an HR assessment, a workplace investigation, an HRIS selection. We scope it, price it, deliver it, and hand it back. This is the common choice for organizations that already have an HR function and need added capacity or an objective perspective on a specific issue.

Staff Augmentation

When you need capacity rather than a complete handoff, our outsourcing team provides you with a dedicated full-time resource either for a defined period or on an open-ended basis. You set the schedule and direction. All work is done by our employees; we do not use subcontractors. Outsourcing shifts responsibility to us; staff augmentation adds capacity to you.

Outsourced HR Services

We take on your HR function, or a defined piece of it, for a fixed monthly fee. You receive access to a team with experience in compliance, payroll, benefits administration, and employee relations, plus a fractional chief people officer when you need someone at the leadership table.

How Outsourced HR Supports Growing, Multistate Organizations

Building an HR department from scratch is not always the right move. In this video, Mary Rizzuti explains how outsourced HR brings the support of a full department without the full-time cost.

Our HR Advisory & Outsourcing Services

Human Resources Services From Compliance to Workforce Planning

Compliance and Operations

  HR Compliance & Risk Management

We keep your policies, training, and documentation aligned with current employment laws across the country and beyond. Our work includes employee handbook development, policy alignment, required employee training, leave administration under FMLA and ADA and state paid leave programs, worker classification and I-9 review, pay transparency and pay data reporting, workplace AI use policies, HR audits, and workplace investigations.

  Payroll Processing & Consulting

We process multistate payroll and advise on pay processes and practices. Our work covers pay frequency, wage and hour calculations, tax withholding and filings, garnishments and deductions, quarterly and annual returns, and multistate payroll tax obligations. We also partner with our State and Local Tax team when needed.

Finally, we offer access to our proprietary StateCheck compliance tool, which provides state-specific information on wage and hour requirements, leave, pay transparency regulations, and benefits obligations, among other things, across any state where you employ people.

  HR Technology & HRIS Integration

We help you choose and implement an HRIS — with an expert, objective view. We hold no reseller agreements or platform affiliations, so our recommendations reflect a best-fit approach.

Our work includes requirements definition, vendor evaluation and RFP management, implementation oversight, data migration, configuration review, user training, and post-launch optimization.

Organization and Workforce

  People Operations

We help you assess how HR work gets done across the organization and identify ways to make it more efficient, consistent, and easier to manage. Our work may include process and cost reviews, workflow mapping, automation opportunities, and reporting that gives leadership better visibility.

For organizations building an HR function, we can also help establish the policies, procedures, human capital, systems, calendars, and documentation needed to support future growth.

  Workforce Planning & Organizational Design

We help you decide what roles your organization needs and how those roles should work together. Our work includes organizational design, job architecture, role definition, span-of-control review, and task analysis to identify where work may be streamlined or reassigned. The result is a structure built for where your organization is going, not just where it is today.

People and Culture

  Benefits & Wellness

We evaluate your current benefits against market data and employee utilization, then design a program that your people value and your budget can sustain. Our work includes medical, dental, and vision plan evaluation, voluntary benefits, contribution modeling, carrier and third-party administrator selection, open enrollment management, employee communications, and benefits audits, with compliance support for ACA, ERISA, COBRA, HIPAA, and FMLA.

We also build wellness programs covering physical, mental, and financial health, and coordinate with our retirement plan team on 401(k) and 403(b) plans.

  Employee Relations & Culture

We help managers navigate employee conversations, resolve conflict, support performance, and set clear expectations as teams grow. When issues become more complex, we deploy experienced HR support to navigate conversations, mitigate risk, and focus on resolution and de-escalation.

  Employee Experience & Engagement

Our work includes engagement surveys, feedback analysis, retention and turnover analysis, career mapping, and the people metrics your leadership team should be watching. You get a clear read on where you are losing people and why, before the pattern turns up in your recruiting costs.
