Mitchell Novitsky is a Director in the firm’s State and Local Tax Group. With over 30 years of experience, his expertise focuses primarily on state and local income taxation, and sales and use tax. Mitch has significant experience serving a variety of clients, including financial services, manufacturing, real estate, retail, pharmaceutical, biotechnology, technology, and service industries. Mitch also has experience with mergers and acquisitions, audits, planning, compliance and research, among other tax related matters.
Mitch’s areas of service encompasses income/franchise tax planning; state tax analysis of restructurings; due diligence reviews; sales tax studies; and nexus reviews. In addition, he, who began his career with the New York City Department of Finance, is experienced in audit negotiation, voluntary disclosures, credits and incentives negotiation and analysis; and drafting rulings and other correspondence to state tax officials.
In addition to tax compliance and advisory services, Mitch has extensive experience with tax controversy matters, representing clients before the New York State and City Departments of Taxation and Finance, as well as various other jurisdictions. His expertise includes corresponding with auditors, negotiating settlements, drafting protests, and attending informal conferences and hearings.
Prior to joining the firm, Mitch was the Northeast SALT Corporate Income/Franchise tax Practice leader for a national accounting and consulting firm where he was the contact for all Northeast regional SALT issues, including mergers and acquisitions, and direct and indirect taxes (income, sales and use, property, payroll, withholding, unclaimed property). Mitch has successfully negotiated Voluntary Disclosures (VDA’s) with almost all 50 states, in addition to the Multistate Tax Commission (MTC).
A frequent lecturer, Mitch is an adjunct professor at Rutgers University Law and Business schools. He has published articles relating to various New York City taxes.
