Job Description

The New York Liquidation Bureau (NYLB) is seeking an Investment Accountant in our Finance Division. The NYLB is an organization that carries out the duties of the Superintendent of Financial Services of the State of New York as Receiver of insolvent insurance companies and Administrator of the New York Security Fund. The Investment Accountant is a member of the Finance Division and is responsible for overseeing all aspects of accounting for the investments in the NYLB’s portfolio approximating $975 million. This position is also responsible for reconciling all the NYLB’s bank statements and those bank statements for securities and cash held by various state guaranty associations and special deposits. The position requires face-to-face interactions with team and coordination of work with other employees, and an in-office presence is required on a hybrid schedule or as necessary.

The Investment Accountant supervises the monthly/quarterly reconciliation process for all active cash and investment accounts, supervises the reconciliation process for special deposits maintained with various states, prepares monthly, quarterly, and trial balances for the cash, investment, and special deposit accounts. He/she will work closely with the NYLB’s outside investment firm reconciling book balances to the investment firm’s investment reports and develop the footnotes for the annual audit of the NYLB. He/she will respond to auditors’ questions regarding investment footnotes, reconcile escrow balances with Third Party Administrators and provide financial analysis to senior management on investments. He/she will assist with planning and implementing changes to the investment accounting system, monitor banks Positive Pay emails and notify Treasurer and Comptroller of any suspect reports. He/she will investigate notifications as required and keep the Procedure Manual for Investment Accounting and Bank Reconciliations Department updated.

Qualified candidates will have BA/MBA in Finance or an accounting related field; have in-depth knowledge of Generally Accepted Statutory Accounting Principles with the ability to plan, organize, and set priorities in order to meet deadlines, and have the ability to function with minimal supervision. He/she must be proficient in Microsoft Office, have the ability to communicate with investment advisors, banks, TPA’s and auditors through well written emails, and working knowledge of an insurance companies’ statutory financial statements with emphasis on Schedule D, E and BA.
